Why Sapphire exists

Sapphire began with a single municipal website audit. As we dug in, the work naturally expanded: the audit highlighted underlying policy questions, those policies required deep research, and the research ultimately became a daily operational tool for municipal staff. That natural progression defined the shape of our firm.

Sapphire was built to close a specific gap in the public sector. Small municipalities and associations are often forced to stitch together a research firm for the plan and a software vendor for the platform, resulting in year long wait times and disjointed handoffs. We deliver the research and the working system together, in a single engagement, completing the work in weeks.

The model has held up. One audit grew into policy and strategy work and a resident-facing AI assistant. One research engagement became a national certification standard. Both are on the portfolio page.

Reports, tools, source code, research bases: everything we deliver transfers to you, including the keys. If we disappeared tomorrow, your systems would keep running.

Evidence over polish

Every deliverable shows its sources and its confidence levels. When a finding is thin, we say it is thin, and when a number is our own measurement, we label it that way.
